For the efficient management of that Department, adjustments have had to be made by me, thus considerably increasing the duties of my office.

For my length of service and for the additional duties that have been assigned to me, I have only allowed a personal allowance of $20 a month; in addition to my salary as 2nd Clerk.

Mr. Gutierrez has served 20 years in this office, having entered in 1864 as Third Clerk.

In 1879, he succeeded the late Mr. Chagas as Second Clerk, and while holding the latter appointment, he was for 2 years acting First Clerk (during Attorney-General's absence and previous to Mr. Shepherd's arrival). Since the Land Office was transferred to the Supreme Court, there has been no First Clerk in this Department, we being only at Second Clerk, which is an anomaly that should be rectified. Mr. Gutierrez made an application similar to this last but did not receive the post of First Clerk; he received only a personal allowance of $90 a month. I would be very glad to see Mr. Gutierrez promoted to the position of First Clerk after his 20 years of service, and trust that this may be done at whatever rate his emoluments may be adjusted.
